Willow is a Legal Executive with the Firm, specialising in international arbitration with a focus on China-related matters. Her practice spans Singapore, Hong Kong, and Mainland China, encompassing complex commercial and construction arbitration.
She holds the PRC National Legal Professional Qualification and is able to advise on Chinese law. Her experience at Zhong Lun Law Firm and King & Wood Mallesons includes supporting cross-border corporate transactions and participating in on-site due diligence for IPOs and M&A.
Willow is also familiar with mediation, having completed Hong Kong Mediation Training with The Accord Group (HKMAAL-recognised), equipping her with practical skills in alternative dispute resolution.
International Arbitration Expertise
Willow brings a distinctive combination of institutional, private practice, and transactional experience to her arbitration practice. Prior to joining the Firm, she contributed to high-stakes construction arbitration matters at Rajah & Tann Singapore LLP, conducting research on common law and Singapore law issues in arbitrations administered by SIAC, DIAC, and SCC.
Willow also has hands-on case management experience at two of the world’s leading arbitral institutions. At SIAC and HKIAC, she assisted in managing a diverse caseload spanning trade, corporate, maritime, and construction disputes. Her training at ICC in Paris further deepened her understanding of international arbitration practice.
Professional Engagement & Business Development
Willow is actively engaged with the next generation of arbitration practitioners. She has served as an arbitrator at the 33rd Vis Moot, the 23rd Vis East Moot, and the 23rd CIETAC Cup. As Event Coordinator for the 22nd Vis East Moot, she helped organise a global competition involving over 400 arbitrators and 156 teams, representing more than 1,500 participants worldwide – an experience that strengthened her project management and organisational capabilities.
She brings this same commitment to building trusted client relationships and contributing to the Firm’s business development through her networks in Greater China and beyond. She is an active member of Young SIAC and Young ICCA, and is currently a mentee in the 2025-2026 Moot Alumni Association Mentor-Mentee Programme, reflecting her dedication to continuous learning and the future of the field.
Willow approaches her work with intellectual rigour, genuine enthusiasm, and a relentless commitment to excellence – qualities she brings to every case and every client. She is an avid reader and believes that the best advocates are also lifelong learners.

Case Highlights
International Arbitration
- Assisted in a SIAC arbitration arising from a Share Sale and Purchase Agreement for the sale of shares in a Cambodian real estate development company. The dispute concerns the Purchaser’s failure to pay substantial deferred consideration and its counterclaims totalling over USD 36 million based on alleged tax liabilities and end-purchaser lawsuits against the Target Company. The matter involves a Singapore-seated arbitration, Cambodian governing law, and Taiwan-resident claimants.
- Assisted in a SIAC arbitration involving a construction dispute over a subcontract for electrical installation works on a large mixed‑use development project in Pasir Ris, Singapore. The matter related to whether the Standard Conditions were incorporated into the subcontract via the “back‑to‑back” clause in the Letter of Award between the contractor and subcontractor.
- Assisted in a SIAC arbitration involving a construction dispute over the installation of isolated concrete pads in the design and construction of a flight simulator facility in Singapore. The matter related to issues of contract formation, fraudulent misrepresentation, and the scope of “fit for purpose” obligations.
- Assisted in an SCC arbitration involving a construction dispute over a Consortium Agreement for the design, manufacture, installation and commissioning of an offshore and onshore convertor platform. The matter related to whether certain works properly fell within the “joint scope items” under the agreement, and whether the joint subcontractor was entitled to claim cost overruns associated with those joint scope items.
- Assisted in a DIAC arbitration involving a construction dispute over the design, engineering, procurement, construction, testing, commissioning, start‑up and handover of a soda ash and calcium chloride production plant in the Kingdom of Saudi Arabia. Acting for the contractor against the owner, the key issues were whether delays in boiler delivery caused by the COVID‑19 pandemic constituted “force majeure”, and whether the owner’s failure to supply compliant limestone and process water breached obligations affecting commissioning and handover.
- Assisted in advising a subcontractor in relation to a dispute over prolongation costs when the contractor unilaterally extended the time for completion under the Subcontract. The matter related to contractual and general legal basis for extensions of time and termination of Subcontracts.
Commercial Litigation
- Assisted in the Singapore High Court (HC/OC 882/2025) arising out of a complex corporate joint venture and quasi-partnership dispute. The matter involves claims against the sole director of a Singapore-incorporated joint venture company for fraudulent misrepresentation, minority oppression, and breach of fiduciary duties in connection with a S$5 million investment and the alleged diversion of project proceeds.
- Assisted in defending a well-known Chinese book distributor in a Singapore High Court dispute (HC/OC 498/2023) arising from the alleged failure to pay an IP transfer fee under a trademark assignment agreement.
